Job Summary

Purpose for the job: As an integral member of our team, the Information Management Officer holds a pivotal role reporting directly to the Planning & Monitoring Officer (Level-2). In this capacity, you will provide expert support throughout the planning and monitoring lifecycle, ensuring seamless information management at the field level. Your responsibilities encompass bolstering partners’ information management capabilities, crafting essential analytical products, facilitating robust data sharing, and ensuring timely and accurate reporting of field-level results. By adhering to predefined quality benchmarks and schedules, you will play a crucial role in ensuring the effective implementation and monitoring of programs according to plan.

Duties & Responsibilities

Key Accountabilities and Duties & Tasks:

1. Database and information system design, development and rollout

  • Support the design, development, and management of databases, spreadsheets, systems, and other data tools; and understand, document, and ensure the quality, accuracy, consistency and comparability of data.
  • Compile qualitative and quantitative information and coordinate activities between all sector stakeholders in support of the annual work plan and HAC in a programmatic manner. This includes providing support and guidance to partners and stakeholders in providing annual targets and inputs (including budget and supplies).
  • Provide assistance in producing system specification as well assisting in design development, and integration process of information systems and monitoring tools in close coordination and collaboration with relevant UNICEF IM, P&M and program staff, and UNICEF Partners’ staff.
  • Provide assistance in developing, testing, and maintaining modules and new features of the UNICEF Information Management Systems and field monitoring systems.

2. Information Management and Quality Control

  • Ensure timely data collection from different sources including UNICEF’s and its partners’ Information Management Systems when applicable and as per program requirements.
  • Support data analysis of available datasets, and produce regular statistical reports, visualizations, and maps, necessary to facilitate service delivery, planning, performance monitoring, partnership, and decision-making.
  • Support assessment and needs analysis activities, including humanitarian needs overviews, raw data reviews, and initial rapid assessments; support the management of platforms and tools that support data collection and analysis such as KoBo Toolbox, ONA, ODK, and Survey123.
  • Ensure data from partners and stakeholders, including governmental entities, is periodically and consistently collected and stored in a way that allows comparability and compatibility and is available for regular and ad hoc analyses to support decision-making as appropriate.
  • Use GIS or online mapping platforms as available to produce or facilitate maps/infographics.
  • Ensure timely data collection from different sources including UNICEF’s and its partners’ Information Management Systems when applicable and as per program requirements.
  • Support with the rollout of a real-time field monitoring system including quality assurance of pre and post-data entry quality checks, analysis, and programmatic recommendations.

3. Capacity building and technical support 

  • Provide technical support to UNICEF staff and partners on reporting on progress and achievements, mapping of interventions, and any additional tasks
  • Provide technical support and guidance to UNICEF and Partners in the field, to collect, process and manage data. This includes responding to user ad-hoc inquiries.
  • Support the development of guidelines, SOP’s, documentation, and other learning materials, and provide training to UNICEF and UNICEF implementing partners in data collection and to data management Staff.
  • Perform field visits to provinces and districts to provide system technical support, and user support to UNICEF’s Implementing Partners.
  • Provide any other duty required by the supervisor on data collection, analysis, presentation, visualization, and reporting.

Job Requirements

To qualify as an advocate for every child you will have…

  • A University degree or equivalent in a relevant field or discipline such as geographic information sciences, statistics, Computer science, Information Technology, Information Systems, Engineering, or Communications
  • A minimum of One of relevant professional experience with management information systems and/or planning and monitoring in large organizations or at the country level.
  • Demonstrated experience in data collection, data analysis as well as preparing reports and presentations using ARCGIS and other applications is an asset.
  • Good interpersonal and communication skills and good analytical skills is an asset.
  • Solid experience with common Microsoft Office packages and advanced MS Excel skills and experience working with large datasets required is an asset.
  • Good working knowledge of PowerBI is an advantage.
  • Developing country work experience and/or familiarity with emergencies is considered an asset.
  • Relevant experience in program/project planning and monitoring in a UN system agency or organization is an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and local languages of the duty station (Dari and Pashto) is required.
